Jeffrey B. Carra

Jeff Carra is "Of Counsel" with Weil & Associates, working with the firm on various special projects.

Mr. Carra is a graduate of Kansas State University and Boston University, and he obtained his Juris Doctor degree (with distinction) from McGeorge School of Law in 1996.  In 1997 he was awarded an LL.M. (a Masters in Law degree) in Admiralty by Tulane University School of Law, where he was an editor of the Tulane Maritime Law Journal. He is admitted to practice before all federal and state courts in the State of California. Since coming to Long Beach, Mr. Carra represented shipowners, P&I Clubs, other transportation entities and their insurers in myriad transportation matters including COGSA, intermodal cargo, and warehouse claims, collisions, charterparty disputes, seaman and longshore personal injury claims, pollution, insurance coverage, and freight collection, as well as criminal violations arising out of transportation activities. He was a counsel of record in Yang Ming Marine Transport Corporation v. Okamoto Freighters Ltd., 259 F.3d 1086 (9th Cir. 2001), a complicated case that addressed the liability of multiple NVOCCs for the misdescription of cargo following abandonment of ocean cargo.

Prior to his legal career, Mr. Carra served on active duty with the United States Army in Korea, the United States, and Germany. Currently a Colonel in the US Army Reserve, he was mobilized and deployed to Kuwait and Iraq for 12 months, planning and arranging all aspects of transportation and logistical support for the 2004 rotation of forces deployed to support Operation Iraqi Freedom. He remains on a leave of absence from the firm, and currently serves as a Team Chief with the Army Operations Center’s Crisis Action Team at the Pentagon. He is a member of the American Bar Association, and is a former chair of the Admiralty Section of the Long Beach Bar Association. Mr. Carra is a Proctor member of the Maritime Law Association of the United States, and serves on the Carrier Security Committee as well as the Practice and Procedure Committee.
